I don't know that anyone has tried with mingw32 (cygwin's been done for
a few years). I haven't heard of msys before.

To be useful with mingw32, one would need a console-window driver. I have
something of that nature in vile - ntconio.c - which is a starting point -
but haven't myself a need to work on that for ncurses. (Mostly the things
that I work on myself are related to things that I need - I have a long
list of things that other people suggest - ymmv).
