Maybe that's because you only have configured proper security file into ftp's root folder. Try to set proper rights into security file from system folder or if you want different rights for different folders cfg desired rights into security files from each level of ftp tree structure.
 
If it's not a security problem(usually 550 error), please tell me more about what have you tried to do exactly and what error have you received.
