[Bug-moe] Version 1.3-rc1 of GNU Moe released

Version 1.3-rc1 of GNU Moe is ready for testing here

Changes in this version:

  * The command "goto offset", which moves the cursor to a given byte 
in the buffer, has been added.

  * A null pointer access ocurring when emergency_save can't open the 
DEADMOE file has been fixed.

  * Some more signals are now handled or ignored as appropiate.
