I have no idea what the source of the bug is, but I added a couple
tests for this and another bug that just bit me in the new macro
expander, in tests/runtime/test-syntax.scm.
We could use a lot more automatic tests for the macro expander, and
specific ones; merely hoping that compiling the system with itself
will exercise it adequately doesn't inspire confidence!
