I see it is indeed so:

... despite my not spotting any note about it in
https://gcc.gnu.org/gcc-4.3/changes.html.  Apologies for my earlier failure to
understand that the expression was equivalent to how I might have written it:

__GNUC__ > 4 || (__GNUC__ == 4 && __GNUC_MINOR__ >= 3)
