[bug #63516] `include` of absolute path prepends path with `./`

Follow-up Comment #4, bug #63516 (project make):

I've attached my fix in case it's helpful.  Also attached is a small fix to
`bootstrap.bat` that I had to make to get it to build with `tcc`.
