I wonder where you got a Windows binary distribution of a 15 year old version of Make. This mailing list is from the GNU project, whose download site is linked from https://www.gnu.org/software/make/ as http://ftp.gnu.org/gnu/make/.
I see only source tarballs there. The primary maintainer's site, https://make.mad-scientist.net/, explains "In
general, pre-compiled versions aren’t available". He goes on to write "Eli Zaretskii makes
pre-compiled Windows versions availabe [sic]; try https://sourceforge.net/projects/ezwinports/files/?source=navbar and
search for the
make-....zip files". A
