Details:

I'm kindly offering this proposal for the Overview chapter. Feel
free to reword it, or use it in any way, shape, or form.

As per the commit message:

I spent a surprising amount of time pondering what the hell is going
on, when I have had already run and edited countless Makefiles.  The
manual is large, and it's an enormous amount of effort to extract this
understanding from it, especially when you just want to quickly
compile something, but it fails.

I believe that these few sentences have a very high value/time ratio
for someone who has just saw their very first Makefile in their lives.
Keep in mind that each day there are untold number of children who try
to compile something for the first time in their lives... but then it
fails.

* doc/make.texi (Overview): give a slightly extended bird's eye view.
