Unfortunately it's not quite obvious to me how to better integrate this.
The po files are built by a predefined "Makefile.in.in" that comes with
gettext, which has no facility for downloading PO files.
Anyway I think I'd prefer to resolve this, ultimately, by providing one
of the common "autogen" etc. scripts that will automatically invoke the
correct autotools (and make update) in the correct order.
I haven't done that yet, but I will soon push a fix for the other config
issues you ran into.
