Follow-up Comment #1:

There is little we can say about this with the information you've provided,
but I'm fairly confident it is NOT a bug in GNU make.  The first error means
that there was no GNUMakefile, Makefile, or makefile in your directory.  The
second error means that the "Makefile.in" file is not a valid makefile (due to
an incorrect line #15).

I recommend you post on either address@hidden or address@hidden, and
include a LOT more details about exactly what you're trying to do.  This kind
of help isn't appropriate for a bug tracking system.
