Follow-up Comment #2:

This appears to be a problem with the Cygwin version of GNU make: that
version contains patches that we haven't reviewed and we don't support it
here: you need to contact the Cygwin folks.  Eli feels that the problem
doesn't happen in the vanilla version of GNU make for Windows, so I'm closing
this report.  If you determine that it _does_ happen with vanilla GNU make,
please post another note (be sure to include all relevant details about how
you compiled GNU make) and we'll re-open.
