Follow-up Comment #1, bug #16531 (project make):
GNU make gets confused by the % in your patsubst call. You will need to add
an indirection:
.PHONY: foo.bar
.SECONDEXPANSION:
p := %
foo: $$(patsubst $p,$p.bar,$$@); @echo $^
