This is correct behavior as per manual. If you want it to print A
then write something like
bar: a_ := $a # not sure a := $a will work
bar:; @echo $(a_)
In contrast the patch fixes the following case:
a := A
%bar : a_ := $a
%bar :; @echo $(a_)
a := B
foobar:
Which prints (without patch) B.
