Well, I don't believe this warrants a section all its own, so I don't
think MAKEOVERRIDES will make it into the table of contents.
Note that it is listed in the index, and its behavior is described in
the section of the manual dealing with recursive invocations of GNU
make.
However, I will also add a note about this to the section
"Incompatibilities and Missing Features".

Hmm. In all the years I've been involved with GNU make, you are the
first and only person I can remember asking for this. I'm loath to add
more command line options, as they are a pain to maintain, a pain to
test, and a pain in general.
