The inc program also does not work.  I am thinking that it is the same problem.
The send is more important so mentioned it first, but it might help to
know that inc
is also malfunctioniing.

Here is the result of running it on the command line:

$inc --debug-level=mailer.prot,trace7
inc: cannot open mailbox pop://my-isp-name:address@hidden:
Operation rejected by remote party
$

(I haven't really read about debugging levels, but just thew
mailer.prot.trace7 together and hoped.)
