Here's an attempt to clarify the situation:

As far as i understand it, debian's general resolution in 2006 allows
distribution of GFDL'ed works as long as the work meets the following
standards:

However, mailutils.info-2 contains Front and Back Cover Texts and an
acknowledgements section, which the GFDL explcitly prohibits
modification of.

If mailutils was willing to drop the cover text requirements and
re-title the Acknowledgements section (e.g. to "Thanks"), or was willing
to relicense the documentation under a freer license than the GFDL, then
i believe debian would distribute the documentation.
