It comes with the GNU Radius package. Either install it, or get
the file radius.m4 from its repository:
http://git.savannah.gnu.org/gitweb/?p=radius.git;a=blob_plain;f=scripts/radius.m4;hb=6d8e4937c42ed90fc650385d61fd23b8b6755cec
and drop it somewhere in your aclocal search path.
