The fact is, it is traditionally placed in /bin, as it is the basic
system tool for mail handling.  I was not able to invent a better
description, so I used this.  Any propositions are heartily welcome.

Basically, it only needs libmailutils, the rest of dependencies can
safely be eliminated at the expense of disabling some features.  Our
version of `mail' has too many features the standard one lacks:)
On my boxes I always link the copy of `mail' living in /bin 
statically.
