[bug-mailutils] implement quoted printable in the body

Dear Sirs, you haven't implemented quoted printable in the BODY.
Mutt -f file works fine. Try mail -f file on the following file. The
header is decoded but not the body, upon both p and P.
(I didn't test base64 in case you haven't implemented that too.)
