[bug-mailutils] --disable-imap

Hallo,


I compiled mailutils without imap and mh support,
but now pop3d doesn't start anymore (I only noticed after
a restart) due to imap library not loadable.
I didn't look very deep into the code, but I guess there are a
couple of #ifdef missing that would prevent loading unwanted functions.
