The system has to be installed in order for sieve to work. You can,
however, disable installation of those parts, that are not needed.

What do you mean by sieve being a front-end to IMAP? Can you please
describe it in more detail?

Here's a short road map:

1. Download and untar mailutils. I recommend getting the last snapshot
from ftp://alpha.gnu.org/gnu/mailutils/mailutils-0.6.94.tar.bz2.

2. Read files INSTALL and README.

3. Run configure. Its options are described in detail in the files
referred to in p.2.

4. Run make and `make install'

5. Use mailutils documentation. Type

  info sieve

to get the information about sieve program. Type

  info mailutils 'Sieve Language'

(notice single quotes) to get the detailed description of the Sieve
language.

6. Feel free to ask questions on this list.
