Possibly so, although the solution is not thoroughly tested yet. You may
wish to try GNU Anubis, whose CVS version could do the job. It also
provides a way for users to update their configuration files. The user
database can be kept in various locations (plain text, DBM, SQL...) and
authorization is carried via ESMTP AUTH. See

This question is not solved yet. I'm not sure what will be the best way
to handle that, given that we cannot notify the owner via email, since
his/her mailbox has already exceeded the quota. Any propositions?

Hmm, I have not tried. For the moment the mailutils docs contain
examples only for sendmail and exim, so your experience is quite
welcome.
