[bug-mailutils] subject joined to next line

I have qp-encoded a subject:
Subject: [=A5=BC=C2k=C0=C9] xk testing 123=A2=B3=A2=B4=A2=B5=80 =A3 =A5=
 address@hidden

which will mess up the header presentation, joining one line, upon
$ mail -f file

if one's env has
LC_MESSAGES=C
LC_COLLATE=C
LANG=zh_TW.Big5
LC_CTYPE=zh_TW.Big5

But not if one then does
LC_ALL=C mail -f memos

$ mail --version
mail (GNU Mailutils 0.5)
