Well, it wasn't, but I just found out:
In mailutils.info:

* imap4d: (mailutils)imap4d. IMAP4 daemon.
* mail.local: (mailutils)mail.local. Deliver mail to local mailbox.
* mail: (mailutils)mail. Send and receive mail.
* messages: (mailutils)messages. Count messages in mailbox.
* pop3d: (mailutils)pop3d. POP3 daemon.
* readmsg: (mailutils)readmsg. Extract messages from a folder.
* sieve: (mailutils)sieve. Mail filtering utility.

It looks like either a helper script in Debian's build system does not
grok more than one SECTION, or Debian's version of install-info is quite
dumb.
If put all of the stuff inside "Individual utilities" in the "Mail"
section, "info frm" shows the correct thing.
Would it be acceptable to move all the scetions to Mail? Individual
utilities is quite undescriptive, after all.
