It's quite OK as far as I can tell.

Mail is a *simple* mail client, and it is not intended to do any
sophisticated mail processing. Besides, /etc/mailname is a Debian
extension. POSIX says nothing about it.

Yes, and I'd suggest to do so. This seems an MTA task, rather than MUA.
