[bug-mailutils] In mail, R and r

In mail, R and r ignore Reply-to headers.
Also, during text entry
~? gives:
![shell-command]
:[mail-command]
-[mail-command]
etc.  You forgot to add brief explanations of what each command means.
E.g. which ~ command quits without sending? ~q? No. At this point on a
single terminal, one does not want to quit out to try to access
manuals to try to find out.
