No, this is a bug in Debian distribution. Any local delivery program
should always be setuid, otherwise it won't be able to deliver
mail to anyone.

Mailutils 20020409-1 is *very* old now. There are quite a number
of bugfixes and improvements done since then. Please download the
recent version: mailutils 0.4 (released on Oct 6). It is available
from ftp.gnu.org and its mirrors worldwide.
