This doesn't answer your question, but it's a way of generating man pages. You
could use GNU help2man, to generate a man page from the --help output of each
program. GNU coreutils (AKA fileutils+sh-utils+textutils) does this and the
man pages look pretty good.

If you already do this, pardon me. I haven't looked at the sources for a
while.
