    Isn't that the job of the ChangeLog file?

I guess the information is contained in the ChangeLog file, but the
ChangeLog contains lots of other information irrelevant for legal
purposes, and it would be hard to dig out all and only the legal author
info.  So it doesn't seem too horrific to me to have it separately.

In any case, all I know is what I read :).  You'd have to ask rms about
the whys and wherefores.
