[bug-mailutils] mailutils 0.3.1 distribution buglets

Hello Alain and all,

Some minor things I noticed about mailutils 0.3.1.

The mailutils 0.3.1 distribution does not contain a COPYING file with
the GPL.

COPYING.FDL is conventionally named COPYING.DOC, or simply omitted as a
separate file, since it is included within the documentation itself.

README-alpha was included even though this was (presumably) not an alpha
release. The way to get readme-alpha in Makefile.am's AUTOMAKE_OPTIONS
to work is to make your public releases have only two number (0.4
instead of 0.3.1). I guess I'll suggest to bug-automake that if the
last digit is small, it be considered a public release, but meanwhile ...

In theory, the AUTHORS file should also record what files each person
worked on, for legal reasons. Although it might be impossible to go
back and determine that for the past work, you could start doing it in
the future. See the `Recording Contributors' node of maintain.texi.

Best regards,
karl
