Yes, we have decided that options should override environment
settings. So

> # echo $MAIL
> /var/mail/alain
> # frm -m /home/alain/Mail/received

should display the contents of /home/alain/Mail/received.

Remind me that this should be tested by (lacking) frm testsuite.
I first plan to finish tests for mail, imap4d and pop3d, then switch
to the "lesser" utilities.
