Yes.

The that the copyright holder is exempt from the license (So the FSF
has all rights to all of mailutils to do as it sees fit).  So the FSF
is permitted to change the license.  I don't know what the procedure
for that is.  Alain probably has more experience with it.

I can do research if I need to.  I haven't been following this thread
very carefully, so I'll try to reread and understand what the issue
is.
