I think non existence of the file ".mailboxlist" should be
the same has an empty .mailboxlist i.e. "OK".

The "NO" should probably be for errors for example trying to
list mailbox or a news group that is not part of the hierarchy.
A002 LSUB "#news." "news.that.no.exist.*"

".mailboxlist" is the underlying mechanism, the server can be
lazy about it and may as well delete it if empty.  Same thing
for users who want to clear the subscribtions by doing
rm ~/.mailboxlist.
