You could use the same approach as SITE_MAIL_RC.
And have an APOP_PASSFILE or something
./configure --apop-passfile=/etc/apop
Which by default is /etc/apop
in pop3d/Makefile.am
have AM_CFLAGS = -DAPOP_PASSFILE=\"@address@hidden"
