        Could you please send me the exact command you use to checkout
the tree ? (not to check in the ChangeLog). 

        The source of the problem lies in the fact that you check in
using /mailutils instead of mailutils. The rule that sends the mail
commit notification matches ^mailutils and therefore fails on /mailutils.

        Could you please send the content of CVS/Root, CVS/Entries and
CVS/Repository ? I doubt very much this problem comes from the version of cvs
you are using. 

        It would also help if you could take a fresh checkout copy of the
CVS tree and do a small change with traces enabled to see if the problem
persists.
