I implemented this, put a few of the common functions in mutil.c
in mailbox, added an mutil.h to include, remove mu_mktime.c
in favor of mutil.c, etc., and rebuilt the imap daemon and all to
use it, but it's too late to checkin without at least looking
again to see what I did made sense. I'll do that tommorow,
I just mention so nobody wastes time doing the same.
