LilyPond's support for (Hebrew and Khmer) diacritics

Greetings Yotam and Didi,

in the past, both of you have reported issues with the way LilyPond
handles diacritical glyphs (either in Hebrew or Khmer):

As you can see on these pages, one of our developers, Joe Neeman, has
recently reported some progress on this issue. Could you please test
it with the latest development version of LilyPond (2.13.*) and tell
us if your language is now printed more correctly?
