Fix blotdiameter problems?

I think the following patch solves the problems with 
broken PS code complaining about lilypondpaperblotdiameter.
The problem has remained in files produced using lilypond-book.
The reason was that lily-ps-defs.tex then is included before
the Lilypond generated .tex file so the TeX variable 
\lilypondpaperblotdiameter is not yet defined. The solution
was simply to  move the \PSsetTeXdimen{} call into 
\turnOnPostScript.
