Try adding the win32-dll option to LT_INIT, aka. use the
AC_LIBTOOL_WIN32_DLL macro.

Use the -no-undefined link flag.

Specify mingw not pw32 as host.

Ensure both your libltdl and your ./libtool are from 2.2.x.

Report back if there are still problems.
