Odd... Works for me (I have made another commit since you posted
though):
] cvs -z3 co libtool
[...]
] cd libtool
] reconfdirs=. ./bootstrap
[...]
] mkdir =build && cd =build
] ../configure --prefix ~/usr
[...]
] make all install
[...]

Looks like Xsed is not defined in config.status ?
Maybe cvs up and try again?
