Where does InetUtils require a /etc/services?

POSIX doesn't require a /etc/services file as far as I recall.

I can't find any references to /etc/services except for in the InetUtils
manual.

If InetUtils really require a /etc/services file I think we should
document that.  I'd prefer if there were no such requirement though.
