Dear all,

on OpenBSD the target "ftpd" would want to use Yacc
in order to produce "ftpd/ftpcmd.c". Thereby a short
preamble arises, see below. The interesting fact is
that the simple act of manually moving

  #include <config.h>

to be the first inclusion ever found by the compiler,
is itself necesary and sufficient for a successful
compilation of Inetutils on OpenBSD from a bootstrapped
source tree. We could perhaps convince Yacc to delay
the preamble somewhat, thus relaxing the preparation
dependency on GNU Bison.
