None.

   For inspiration, we could base it on an existing implementation, if
   that is acceptable?  Plenty of code in InetUtils appears to come
   from BSD already, judging by the license headers.  Running 'pdiff'
   on these files show that they have diverged somewhat:

If I could pick, I'd prefer a clean reimplementation.  But if the
choice is between a GPLv2+ and mBSD licensed arp, I'd prefer the mBSD
licensed arp, since that would keep the license history cleaner we
haven't included non-FSF licensed GPL programs before and I'd like to
keep it that way.
