I went back to the maintainers manual, and in particular:

http://www.gnu.org/prep/maintain/html_node/License-Notices-for-Other-Files.html

It even mentions README as a an example where the all-permissive license
is applicable.  The InetUtils README is below 300 lines.  So how about
this instead?
