If tomorrow someone writes a game that runs only on GNU/Linux and
names it "Linux GameFoo" then we can not force the name to "GNU/Linux
GameFoo" because it is a proper noun they chose, and the maximum we
can do is to ask _them_ to correct the confusion. We can not change it
ourselves, just like someone can not change my name without my
consent.

Just look at util-linux [1], which contains mount, umount, mkfs, fdisk
among a dozen other things. Since the "Linux kernel project" people
wrote it they call it util-linux and not util-gnu-linux. Maybe the
"Linux project" has something more than a kernel to offer?

If you still want to correct that then try to convince them to change
the name. Personally the "wrong" name would only motivate me to try to
improve GNU Fdisk [2] and other comparable GNU components.

In the case of "Linux NetKit" the best we can do is to get Inetutils
in a shape where distributors can start shipping Inetutils components
instead.
