It is a good idea.

   Perhaps some of the code from the 15-year-old distribution on
   ftp.gnu.org could be reused.  Perhaps not :).  It doesn't really
   seem like it needs to be a separate package.

If it is usable code, why not.

Could you convince the fencepost sysadmins to install fingerd again,
please?  I've been begging about it for several years now. :-)
