Would it be useful to make it clear that new contributions and changes
are licensed under the GPL, or is that not the intention?  Adding the
GPL license headers, and increment the copyright years there, would
then be appropriate.

Perhaps asking address@hidden is the best...  although maybe they have
already been involved, given the non-FSF copyrighted code here.
