   First, I suggest that ifconfig be installed in $(sbindir) instead
   of $(bindir).  It seems like nearly the canonical example of an
   sbin program.

I disagree, ifconfig can be quite useful if you are just a normal user
to figure out what interfaces are avaiable on the host.  The only time
you need ifconfig as root is when you wish to change the settings on a
interface.  I think that there should be stronger reasons for moving
ifconfig to sbindir than this.

Yeah, these are some leftovers from when we snatch most of the stuff
from BSD4.4-lite (or some such).  Preferbly we should use argp, then
all of this will be nice and consistent.  I'll add your list to the
TODO file, this specific task has been on my mind for a long time but
I never got around to doing it, Debarshi Ray said that he would do it
instead, but I guess he got tied up with other things.
