   Perhaps 'bootstrap' should contain a 'mkdir'.

Yes, that sounds like a good idea.  I though I had checked in a patch
that created a .phony file in m4/ for exactly this, but I guess I
didn't (despite the ChangeLog entry).  I'll send a patch for bootstrap
to fix this.

   Problems like these was, btw, exactly the reason I was against
   removing the gnulib sources from inetutils CVS.

These are one time issues.  It is no different than when we updated
configure.ac or any other script we pull in, trust me, I have spent
alot of time fiddling with these things.  And mass committing
something like 200 files every month is just causing a mess in the
ChangeLog anyway, it doesn't say anything useful.
