What system is this?  /usr/include is in the standard include path on
any UNIXoid system I know of, it should find the headers in either
case.  Could you post (as a inline attachment) config.log for us to
look at it?

   Also of note -- after failing to detect libncurses, the build
   scheme will declare that "talk" will be skipped because it needs
   the library.  However, it will still try to compile "telnetd", and
   fail because that program also needs a termcap library.

Did configure detect a termcap library on your system?
